Mr. Bartlow has progressive executive-level experience in association and business management and administration, budgeting and finance, strategic planning, marketing, publications production, educational programming, regulatory affairs, information systems technology, convention and exhibition management, communications, and congressional and media liaison.
From 2002 to 2004 (2 years and 2 months) he was the Executive Director & COO of the AOC, 1000 N. Payne St., Alexandria, Virginia 22314-1652, website:www.crows.org. The AOC is a $2.4M, 10 staff, nonprofit international professional association comprised of over 14,500 individuals and organizations engaged in the science and practice of Electronic Warfare (EW), Information Operations (IO), and related disciplines.
From 1998 to 2000, he was the Executive Vice President of the Painting and Decorating Contractors of America (PDCA), a national trade association ($2.2M budget, 3,685 corporate members, 13 staff) in Fairfax, Virginia. He Managed a complete financial “turn-around” of the association moving from deficits over the previous five years of $349,806 to a surplus of $322,602 in 1999. He moved PDCA from $6,000 cash on hand with a fully extended $250,000 line of credit to $1,000,000 cash on hand and no debt in less than two years and increased membership 15% in the first 18 months.
Previously, he was the President and CEO of the American Wood Preservers Institute (AWPI) in Fairfax, Virginia (1994-1998), a $1.2 million industrial trade association comprised of 106 corporate members. In this role, he was a registered congressional lobbyist and Political Action Committee (PAC) Director, designed their award-winning web site, and managed a $533,000 marketing program. He orchestrated introduction of an industry-specific congressional bill to change the definition of hazardous wastes (H.R. 2335), later converted to EPA regulations.
For over three years (1991-94), he was the Deputy Executive Director of the International Association for Dental Research (IADR) ($2.5M budget, 10,123 members, 14 staff) and managed several professional journal publications and an annual international exposition with over 5,000 participants.
Earlier, he was Associate Executive Director and Chief Financial Officer of Associated Catholic Charities of Washington (1990-1991), a $9.7 million regional corporate charity.
From 1987 to 1990 he was the Dean of Administration & Professor of Systems Acquisition Management with the Department of Defense Industrial College of the Armed Forces. In this position, he was the controller of a $1.3 million university account, academic program scheduler, computer systems administrator, facilities/equipment manager, and protocol liaison supporting 52 faculty and 224 postgraduate students; supervisor of 13 staff technicians.
Before he began his military career, he was an educator with the public schools of Liberal, Kansas, as a speech teacher and Debate Coach (1962-63). He has been involved in the education community his entire career. For example, from 1989 to 1997, he was an Adjunct Professor of Management with both the University of Maryland University College and National-Louis University. From 1986 to 1992, he lectured at the Defense Systems Management College (DSMC), Ft. Belvoir, Virginia, on Congressional Liaison Activities for their Executive Development Course. He also taught for three years as full professor of Systems Acquisition Management, at the Industrial College of the Armed Forces (ICAF), 1987-1990.
He is recognized in the non-profit association-management community as a Certified Association Executive (CAE) through the American Society of Association Executives. He is a skilled public speaker, a lecturer and author, and he has had articles published in several peer-reviewed professional journals. He taught graduate-level courses in program management, ethics, organizational development, cultural diversity, computer resources and information systems management, history, Congressional relations, strategy, and organizational communications.
He enlisted in the US Air Force in 1963 and was commissioned in 1964 and remained on active duty until 1990 when he retired as a full Colonel (0-6), with 27+ year's service. His last two assignments with the USAF were as Dean of Administration and Resources, Professor of Systems Acquisition Management and Air Force Chief of Staff Chair with the ICAF, National Defense University, Washington, DC, and before that he was Chief, Congressional Activities Division, Assistant Secretary of the Air Force in the Pentagon.
Mr. Bartlow has extensive experience in association and business management, finance, administration, ethics, information systems management, contract management, human resources, logistics, publications production, strategic planning, corporate marketing, conference planning, communications, adult education, and Congressional and media liaison.
Mr. Bartlow holds a BA Ed. in Speech Communications and Education from Northwestern Oklahoma State University, Alva, Oklahoma, a masters in Public Administration (MPA) from Ball State University, Muncie, Indiana, a second masters in Computer Resources & Information Systems Management, Webster University, St. Louis, Missouri, 1995, and is a graduate of both the Industrial College of the Armed Forces (a distinguished graduate) and the Air War College. He has taken in-residence post-graduate courses with the Defense Systems Management College (DSMC), the Armed Forces Institute of Technology (AFIT), and the Virginia Polytechnic Institute and State University.
Mr. Bartlow worked in several Air Force career fields including duty as a missile instructor combat crew commander in the Minuteman II ICBM program, wing training officer, a logistics plans and programs staff officer, a Deputy Commander for Resource Management, a Director of Logistics, a senior systems acquisition manager, university professor, and as an Armed Forces postal-courier officer. Mr. Bartlow had assignments in Germany (7 years), Thailand and South Vietnam, Missouri, Texas, Nevada, South Carolina, DC, and Virginia. He has traveled extensively to 29 countries, including Europe, the Mediterranean area, Southwest Asia, Southeast Asia, North Africa, the western Pacific, and the Caribbean.
Gene S. Bartlow, Colonel, USAF-Retired, is a decorated Vietnam Veteran (pdf file) and has been awarded the Defense Superior Service Medal, the Legion of Merit, the Meritorious Service Medal (with three bronze oakleaf clusters), Air Force Commendation Medal (with bronze oakleaf cluster), National Defense Service Medal, the Vietnam Service Medal (with three bronze stars), the Republic of Vietnam Gallantry Cross with Device (with bronze palm), and the Republic of Vietnam Campaign Medal, along with several other awards and decorations.
In 1967, he married Karin C. Jacobsen of Lübeck, Germany, and they have two children, Erik K. Bartlow and Christina K. Hawkins, both graduates of George Mason University. He has one daughter from a previous marriage, Karie Jean Parsons, a graduate of Northwestern Oklahoma State University, who lives in Kansas with three of her four children. He also has a younger brother Cary L. Bartlow, PhD, who lives in Oklahoma City, Oklahoma. Mr. Bartlow lives with his wife, Karin, in Springfield, Virginia, just south of Washington, DC.
